Unfortunately most developmental and social sector issues require a much longer view that decision makers find difficult to assume or defend. DOO can assist these stakeholders in preparing long term programs and plans that, while honoring short term requirements, allow also for achieving real and important objectives in an evidence and results based approach
The social sector tends to lag in terms of preparing and managing proposals for resource allocation. As a result a vicious circle where the social sector is seen as incapable of "serious" planning and programming and then requests for resources are perceived more as charity than investments is created. Furthermore, a resistance to evaluate impact of intervention also affects the social sector negatively, DOO has prepared training and support material to prepare all stakeholders in the social sector to better handle all aspects of the project and program cycle, including preparation, execution and evaluation as well a to support them during the actual implementation of projects and programs

In spite of a serious increase in resources available for the social sector, many stakeholders still find that there face a resource constraint. DOO has found that this is a result of an insistence on tapping the same sources, many of which have redirected their contributions to different topics or areas. Second, there is a problem with adjusting to the requirements of the funding sources (see bullet 2 for example). Third there are many new sources for resources that are not being tapped, especially from the non-public sector, and finally, there has been an excessive concentration in mobilizing strictly financial rather than non financial resources. DOO can assist clients in identifying their weaknesses in resource mobilization, as well as cooperate in finding and tapping new parties.
